FIFTEEN DAYS PUBLIC NOTICE AND
REQUEST FOR QUALIFICATIONS/PROPOSALS

PICRC RFP 2025-005

Notice is hereby given that the Director of the Bureau of Public Works will be soliciting sealed  proposals from interested Contractors, through the Capital Improvement Program Division (CIP) in  Koror for the “Design/Build of the Palau International Coral Reef Center (PICRC) Office and  Laboratory Renovation Project”. Statement of Qualifications and Project Cost Proposals will be  accepted until 4:00 P.M. on April 24, 2025, at the CIP Office, BPW Building, Medalaii, Koror State.  All proposals received will be reviewed and evaluated by authorized government personnel. Project  Proposals shall be opened and used only by government personnel authorized to participate in the  evaluation process until after the conclusion of negotiations and contract award to a contractor. A Project  Information Conference will be held at the BPW Conference Room at 9:00 A.M. on April 7, 2025. The  detailed scope of the project, in several Bid Packages, will be handed over to prospective  Offerors/Bidders at the start of the Project Information Conference.  

This project is partially funded by the GEF7 UNDP project titled, Strengthening the Palau National  Marine Sanctuary for the Conservation and Management of Global Marine Biodiversity and Sustainable  Fisheries. 

The government and PICRC reserves the right to reject any or all proposals for any reason and to waive  any defects in said bids if in its opinion would be in its best interest to do so.  

Attendance to the Project Information Conference and Site Visit is mandatory for this project.  

Each proposal must be accompanied by a certified check, a cashier’s check or bidder’s bond made  payable to the Palau International Coral Reef Center in the sum of ten percent (10%) of the aggregate  proposal. The project will require 100% Performance and Payment Bonds from the winning bidders.
