PICRC Publishes New Climate-Smart Framework to Strengthen Coral Reef Restoration in the face of Climate Change

The Palau International Coral Reef Center (PICRC) is pleased to share its latest publication, The Climate-Smart Adaptive Management Framework for Coral Reef Restoration and Rehabilitation in Palau.

The framework provides a practical blueprint for coral restoration as coral reefs face the growing impacts of climate change. It outlines science-based approaches to enhance coral adaptation to climate change threats, strengthen the resilience of communities that depend on healthy reef ecosystems, and support adaptive governance for reef restoration.

While Palau’s coral reefs have historically demonstrated remarkable resilience, climate projections indicate that by 2030, extreme marine heatwaves are expected to occur more frequently and with greater intensity in the Pacific. These events are likely to disrupt the natural recovery of reef ecosystems, making proactive management increasingly important.

The framework adopts a climate-smart, adaptive management approach built on the principle of “learning by doing.” It integrates climate projections with ecosystem management, community resilience, and flexible governance, providing restoration practitioners with a structured process for planning, implementing, monitoring, and adapting restoration efforts as environmental conditions change.

“After extensive community meetings, consultation sessions with multiple reef stakeholders, the valuable contributions of numerous partners, especially the Palauan Governors Association and with strong scientific support of researchers from Newcastle University, we are delighted to release this framework to the public,” said PICRC’s CEO, Roxanne Blessam. “As climate pressures intensify, the climate-smart approaches laid out in this framework are essential for safeguarding reef ecosystems, livelihoods, and ocean governance.”

Designed to be practical and accessible, this framework can be used by a range of stakeholders, from decision-makers and reef managers to restoration practitioners and community members, to guide climate-resilient reef conservation and restoration efforts.

“Palau is in the unique position of being able to take pre-emptive steps to develop climate smart reef restoration strategies,” stated Dr. James Guest, principal investigator of the Coralassist Lab of Newcastle University. “This framework uses the most up-to-date science on coral adaptation and restoration to propose a pathway for managing Palau’s reefs in the face of warming oceans. We anticipate that the guidelines presented in the framework will also be relevant to reefs and communities across the region.”

This project was funded by the Great Barrier Reef Foundation through the Resilient Reefs Initiative, PICRC, The Nature Conservancy, and Newcastle University. The Resilient Reefs Initiative is a collaboration between the Great Barrier Reef Foundation, UNESCO, The Nature Conservancy’s Reef Resilience Network, Columbia University’s Center for Resilient Cities and Landscapes, Resilient Cities Catalyst, and AECOM, and is enabled by the BHP Foundation.
